Happy Valley Electrical Reality

Happy Valley is the newest of the Clackamas County service areas we cover, and it has the youngest housing stock. Most of what you see was built between 1995 and today, sitting on hillsides that climb up Scouter’s Mountain and Mt. Scott. The panels are modern, the services are usually 200A, and the wiring is up to a recent code cycle. That does not mean the work is easier. It just shifts where the demand goes.

Common Happy Valley Service Calls

Sunnyside Road and Eagle Landing 1990s–2000s homes: 200A service from the original build, but the original panel has been packed full as families added a heat pump, a hot tub, and an EV. We add subpanels, reorganize loads, and install AFCI/GFCI breakers to current code.

Scouter’s Mountain and Mt. Scott hillside builds (2005–2015): Bigger homes, often with detached garages, ADUs, or pools. The work here is dual EV chargers with load management, whole-home generators sized to actually run the house, and pool/spa bonding inspections.

Pleasant Valley and Altamont new construction (2018–present): Most are EV-ready out of the box, but EV-ready does not mean EV-installed. We pull the charger circuit, mount the unit, commission it, and get it on the PGE Empower EV program where applicable (PGE Empower EV currently offers a free charger and free install credit for income-qualified PGE customers, which a portion of our Happy Valley customers qualify for).

Older Happy Valley (pre-1995, scattered): A handful of older homes survive on the west side, near the original Happy Valley village. Panel upgrades and partial rewires are typical here.

Two-EV and three-EV households: Happy Valley has caught up to West Linn on EV density fast. We plan multi-charger installs using EVEMS load-shedding so you do not have to upsize service if the math works.

PGE Empower EV free charger program

If your household income qualifies and you are a PGE residential customer, the PGE Empower EV program currently offers a free Level 2 charger plus an install credit. The program has annual budget caps and tends to fill mid-year. If you might qualify and you are buying an EV, get the application in early. We handle the rebate paperwork and the install end-to-end.

Permits and Local Coordination

Happy Valley addresses inside city limits permit through the Clackamas County Building Codes Division. We file every permit, schedule the rough-in and final inspections, and handle the PGE disconnect and reconnect appointments for any service-equipment work. You do not have to talk to the county once.

Standard EV charger and service equipment work typically clears Clackamas County permit review in 3–10 business days. Service upgrades that involve a new meter base or a 320/400A configuration add PGE coordination time, usually 1–3 weeks depending on whether utility infrastructure needs review. We tell you the realistic timeline at the on-site assessment.

Frequently Asked Questions

How fast can you get out to Happy Valley?

For emergencies we will get out the same day. For standard scheduled work, EV chargers, panel upgrades, and generator installs, we typically schedule the site assessment within 3–5 days and the install within 1–2 weeks, depending on Clackamas County permit review and PGE coordination timing.

My Happy Valley home is EV-ready. Can you just install the charger?

Usually yes. If the builder ran a dedicated 50A or 60A circuit to the garage with the right wire gauge, we mount your charger, terminate the connections, pull the Clackamas County permit, and commission it. Most EV-ready installs in Happy Valley take a half day. If the rough-in is undersized or mis-wired, we will quote the fix honestly before we touch anything.

Can I qualify for PGE’s free EV charger program?

The PGE Empower EV program is income-qualified and PGE-residential-customer-only. It currently offers a free Level 2 charger and an install credit when funding is available. The program has annual budget caps. We will help you check eligibility, file the application, and handle the install end-to-end if you qualify.

Can you install two EV chargers in one Happy Valley garage?

Yes. On a 200A service we can usually run two Level 2 chargers with EVEMS load management so you do not have to upsize the service. On homes already running heat pump, induction range, and hot tub, we run the actual NEC load calc and tell you whether load management is enough or whether a 320/400A service is the smarter long-term call.

Do you install whole-home generators in Happy Valley?

Yes. The hillside neighborhoods on Scouter’s Mountain and Mt. Scott lose PGE power early in winter wind and ice events. We install Generac, Kohler, and Briggs & Stratton standby generators sized to your home’s actual load, with code-compliant transfer switches and Clackamas County permit filing. Book the site assessment before October if you want it running by storm season.
