This decision is made by the tub, not by you. Check the spec sheet before you plan anything else, because it determines the entire scope of the electrical work.

120V plug-and-play

Cord-connected to a dedicated 20A GFCI receptacle. No hardwiring, no spa panel. The tradeoff is real: the heater and the jets generally cannot run at full power at the same time, so recovery after a soak is slow and winter performance in the Willamette Valley suffers.

The large majority of full-size spas. A dedicated 240V circuit, typically 50A, feeding a GFCI spa disconnect within sight of the tub. Heater and pumps run together, so the water holds temperature through a Portland January.

If your tub is 240V, the circuit is dedicated. Nothing else shares it. That is not an installer preference, it is the wiring method the equipment is listed for.

The Oregon rule that decides whether you need a bonding grid

This is the part that separates a $900 job from a $2,400 one, and it is the part almost every national hot tub guide gets wrong for Oregon readers.

Under the NEC, a spa or hot tub normally requires equipotential bonding of the perimeter surfaces around it, which in practice means a copper conductor grid installed in or under the slab. There is an exemption for listed self-contained spas, but it only applies when all four of these are true:

  • The spa is listed, labeled and identified as a self-contained spa for aboveground use
  • It is not identified as suitable for indoor use only
  • It is installed per the manufacturer’s instructions and located on or above grade
  • The top rim sits at least 28 inches above every perimeter surface within 30 inches, measured horizontally

Oregon amends that fourth condition, and the amendment is the whole story.

Oregon Amendment · OESC Table 1-E, 680.42(B)

Oregon adds this sentence to the 28-inch rim condition: “The height of nonconductive external steps or deck for exit and entry to or exit from the self-contained spa shall not be used to reduce or increase this rim height measurement.”

Translation: you cannot measure from the top of your deck steps to make the numbers work. The measurement is taken from the perimeter surfaces themselves. Build a deck up around the tub, or sink the tub into it, and the exemption disappears along with it.

So the practical test before you pour or frame anything: will the rim of the tub stand a full 28 inches above the surrounding patio, pad or decking within 30 inches of it? If yes, and the other three conditions hold, no perimeter bonding grid. If no, the grid has to be planned into the slab, and retrofitting one after concrete has cured is the expensive way to find out.

Two other Article 680 sections are worth knowing because Oregon declined them outright. 680.4, Inspections after Installation, is not adopted by the State of Oregon. Neither is 680.21(D), Pool Pump Motor Replacement. Those come from the same Table 1-E amendment list, which is the document that actually governs electrical work here rather than the raw NEC.

Never assume Oregon adopted the NEC verbatim

Oregon amends, deletes and declines NEC sections every code cycle. A contractor quoting from the national code without checking Table 1-E is guessing. The current table is the 2023 OESC, effective October 1, 2023, updated with errata January 1, 2025 and amended again January 1, 2026.

Where the disconnect has to go

Hot tubs need a maintenance disconnecting means, and its placement is prescriptive. It must be readily accessible, within sight of the equipment, and located at least 5 feet horizontally from the inside walls of the tub. The only way around the 5-foot rule is a permanently installed barrier that forces a reach path of 5 feet or greater.

“Within sight” is a defined term in the code, not a judgment call. It means visible from the equipment and not more than 50 feet away.

In practice that lands the GFCI spa panel on a nearby wall, post or pedestal. The pair of constraints is what trips people up: it cannot be closer than 5 feet, and it cannot be further than 50 feet or out of sight. A tub tucked into a far corner of the yard with the disconnect back at the house usually fails on both counts.

Wire size, distance, and why long runs cost more

A standard 50-amp, 240V spa circuit uses 6 AWG copper, which carries a 65A ampacity at 75°C and leaves a sensible margin. That holds for runs up to roughly 75 feet.

Past that, voltage drop becomes the governing factor rather than ampacity, and the conductors go up to 4 AWG. Copper is priced by the pound, so the jump is not subtle. This is why two identical tubs in the same neighborhood can differ by more than a thousand dollars: one sits off the back of the house and the other sits at the end of the lot.

Modern installs typically use a 6/3 cable with ground, giving two hot legs, a neutral and an equipment grounding conductor, with GFCI protection provided at the spa disconnect.

Does your panel actually have room?

A 50-amp 240V load is not trivial. Portland’s older housing stock is full of 100-amp services that were sized for a very different set of appliances, and adding a spa on top of an electric range, a dryer and a heat pump can push the calculated load past what the service supports.

Two separate questions have to be answered, and they are often confused:

  • Physical space. Are there two adjacent slots for a double-pole breaker? If not, a sub-panel solves it without touching the service.
  • Calculated capacity. Does the service have headroom for the added load under a load calculation? If not, no sub-panel helps, and you are looking at a service and panel upgrade first.

A load calc answers both before anyone runs wire. If you are already weighing an upgrade for other reasons, it is usually cheaper to do the spa circuit at the same time than to come back for it.

Permits and inspection in Portland

A hot tub circuit requires an electrical permit. There is no version of this that does not, including the 120V plug-and-play tubs, because a dedicated receptacle circuit is still a new branch circuit.

So a straightforward spa circuit in the City of Portland carries about $195 in permit and surcharge. Multnomah, Clackamas and Washington counties run their own schedules and their numbers differ, which is one more reason a flat “permit fee” line in a quote deserves a question.

Oregon does allow a homeowner to pull a permit and do the work on their own residence under ORS 479.540, but the conditions are narrow: the property must be owner-occupied, not held for sale, lease or rent, and it must be a single-family home or duplex, not a condo, triplex or apartment. Verify any contractor’s license through the Oregon CCB before work starts.

What it costs to run through a Portland winter

The operating cost swings hard by season here. A well-insulated cover and a modern spa pack hold temperature efficiently in July. From November through February, when Willamette Valley overnight lows sit in the thirties, the heater cycles far more and the monthly cost climbs with it. Cover condition matters more than almost anything else, and a waterlogged cover is the single most common reason a spa’s power bill doubles.

Red flags when hiring

  • No permit mentioned in the quote. The permit is not optional and it is not a fee to negotiate away. An unpermitted spa circuit surfaces at resale, during an insurance claim, or both.
  • The disconnect is mounted right next to the tub. Closer than 5 feet is a failed inspection, and it exists for a reason.
  • Bonding is not discussed at all. If nobody has asked how high the rim sits relative to your patio, nobody has checked whether Oregon’s amendment applies.
  • An extension cord is proposed for a 120V tub. Cord-connected spas need a dedicated GFCI receptacle circuit, not a cord run from an existing outlet.
  • The quote assumes your panel is fine without looking at it. Capacity is a calculation, not a glance.
