A commercial job runs on three-phase power, uses switchgear instead of a household panel, requires stamped load calculations and often a formal state plan review, and carries stakes that a home never does: a fault can shut down a production line, spoil inventory, or disable a life-safety system. What makes commercial electrical a different discipline

Residential wiring is single-phase 120/240V run mostly in cable through wood framing. Commercial work is a different animal on almost every axis.

  • Three-phase power. Most commercial buildings run 120/208V, and heavier industrial and large HVAC loads run 277/480V. Three-phase is what commercial rooftop units, large motors, and big equipment need to run efficiently. It also changes everything downstream: conductor sizing, panel type, and the math behind the service.
  • Switchgear, not a panel. Commercial distribution uses switchboards, switchgear, and heavy panelboards rated for the fault current available in dense districts. A residential-grade panel in a commercial room is a code violation and a genuine arc-blast hazard.
  • Tenant improvements. A huge share of commercial electrical is build-outs: demolishing legacy wiring, recalculating loads, and installing lighting, floor-box power, and dedicated circuits for a specific retail, restaurant, or office layout, usually in EMT, rigid conduit, or MC cable through fire-rated assemblies.
  • Life-safety and standby systems. Commercial jobs tie into emergency and standby power, egress and exit lighting, fire alarm interconnection, HVAC shutdown, and elevator recall. These systems have their own code articles and their own inspections.

What drives the cost of commercial electrical in Portland

Commercial electrical is scoped and quoted per project, not off a price list, because two buildings with the same square footage can differ by a wide margin depending on what is behind the walls and what the space is used for. Rather than a misleading flat number, here is what actually moves the price.

The single most common surprise: a project that looks like an equipment install turns into a service upgrade. A business wants to add EV charging or swap a gas rooftop unit for an electric heat pump, and discovers the building’s decades-old service is maxed out. Now the real job is a switchgear replacement. The way to avoid a mid-project surprise is a stamped load calculation up front, before anyone commits to a number.

Oregon code: what commercial jobs have to meet

Oregon runs on the 2023 Oregon Electrical Specialty Code (OESC), which adopts the 2023 National Electrical Code and then amends it through Table 1-E, effective October 1, 2023. A commercial contractor cannot apply the national code as printed here; several commercial requirements are Oregon-specific.

  • Load calculations and continuous loads. Adding heavy continuous loads (commercial kitchen equipment, rooftop HVAC, EV charging) requires a formal load calc to prove the service can carry it. Continuous loads, those running three hours or more, are sized at 125 percent, which is a core reason commercial feeders and services run larger than people expect.
  • Fault current and interrupting rating. In dense commercial and industrial areas, the available fault current is high, so switchgear has to carry an interrupting rating at least equal to the fault current available (NEC 110.9). This is exactly why residential-grade gear does not belong in a commercial room.
  • Commercial GFCI, the Oregon version. The 2023 code expanded GFCI in non-dwelling spaces, but Oregon amended it (Errata effective January 1, 2025). Oregon’s version applies to 15- and 20-ampere single-phase receptacles, with specific exceptions, rather than the broader national scope. It still means commercial kitchens, damp and wet areas, and similar locations need GFCI protection that older buildings do not have, so confirm the exact requirement for your space with your electrician rather than assuming.
  • Emergency and standby systems. NEC Articles 700, 701, and 702 govern emergency, legally required standby, and optional standby power. Emergency systems (egress lighting, exit signs, fire pumps) must restore power fast and be kept physically separated from ordinary wiring so a fault in a non-critical circuit cannot disable life safety. That separation drives the layout and cost of a commercial electrical room.
  • Energy code lighting. Commercial lighting also has to meet the 2025 Oregon Energy Efficiency Specialty Code (OEESC), which caps lighting power density and requires controls. It is why modern commercial lighting uses networked or luminaire-level controls, not just switches.
An Oregon amendment worth knowing

Oregon amended NEC 230.95 so the required ground-fault testing on service equipment cannot be performed until all installation requirements are met, and warning signs must be posted during commissioning. It is a small example of why a contractor has to work from Oregon’s Table 1-E, not just the national code, on commercial services.

Commercial permits and licensing in Oregon

The permitting side is where commercial work diverges hardest from residential, and where owners get exposed if it is handled wrong. Unpermitted commercial electrical work can void insurance after a fire, put a Certificate of Occupancy at risk, and trigger code-enforcement penalties.

You cannot pull your own commercial permit

A homeowner can pull a permit for work on their own home. A business owner cannot do the commercial equivalent. A commercial electrical permit has to be pulled by a licensed electrical contractor that employs a full-time licensed supervising electrician, the person legally authorized to lay out the work and sign the permit. There is no owner-builder path for commercial electrical.

Red flag: “you pull the permit”

If an electrical contractor asks you, the owner or property manager, to pull the permit yourself, walk away. It is a tactic to shift liability, code responsibility, and worker-injury exposure onto you. A properly licensed commercial contractor pulls the permit under their own supervising electrician, every time.

Complex Structure plan review

Many commercial jobs cannot be issued over the counter. Under Oregon rule (OAR 918-311-0040), a project is a “Complex Structure” requiring formal electrical plan review when it hits certain thresholds, including a service or feeder at 400 amps where the available fault current is high or any service at 600 amps or more, a large separately derived system such as a big transformer, a large motor load, emergency systems or fire pumps, or certain building heights and occupancy types. When a job triggers it, the contractor submits stamped load calculations, one-line diagrams, and fault-current data for review. Where the state Building Codes Division administers the program, the plan review fee is set at 25 percent of the electrical permit fee (OAR 918-311-0055). Plan review adds time to the schedule, so it has to be built into the project timeline from the start.

Fees themselves vary by jurisdiction, Portland Permitting & Development, Multnomah, Clackamas, and Washington counties each run their own schedule, and every Oregon trade permit also carries a state surcharge. Your contractor should be pulling the correct permit for the correct jurisdiction and folding those costs into the quote. Utility coordination with PGE and Pacific Power

On a commercial service change, the utility often controls the timeline. A meaningful upgrade, say moving from an aging single-phase service to a larger three-phase service for manufacturing or EV charging, requires an engineering review by PGE or Pacific Power. The contractor submits load calculations, fault-current data, and site plans, and waits for an approved job sketch before construction can start. Utilities also have their own clearance and metering rules that shape the design of the electrical room.

Commercial billing shapes design too. Commercial accounts carry demand charges based on peak usage, not just total energy, which is why commercial electricians design in load management, staggered motor starts, and sometimes battery storage to shave peaks. Adding an EV charging load or a backup generator is often the moment a building’s utility service gets re-evaluated.

Incentives and 2026 tax reality

The incentive picture shifted hard in 2026, and one major federal program has already closed, so it is worth being precise.

The 179D federal deduction has closed to new projects

The Section 179D commercial buildings energy-efficiency deduction was a major incentive for lighting and HVAC upgrades. The One Big Beautiful Bill Act terminated it for any project whose construction begins after June 30, 2026. That date has passed, so a new commercial project starting now does not qualify. Only projects that began construction on or before that date remain eligible. If a vendor is still quoting 179D on a new job, that is a flag.

What is still active is the state and utility side:

  • Energy Trust of Oregon continues to offer commercial incentives for LED lighting and advanced controls, with higher payouts for networked and luminaire-level lighting controls that deliver deeper savings.   • PGE commercial and fleet EV charging rebates help offset charging infrastructure, with per-port rebates on Level 2 installs and larger amounts for qualifying sites and underserved areas. Amounts and eligibility change, so confirm the current program before budgeting on it.
New in 2026: wage-theft liability on construction

Oregon Senate Bill 426, effective January 1, 2026, makes property owners and direct contractors jointly and severally liable for unpaid wages owed to workers of subcontractors at any tier. In plain terms, a suspiciously cheap bid that underpays labor can become the owner’s legal problem. It is one more reason to hire a properly licensed, above-board commercial contractor.

A contractor who asks you to pull the permit. One trying to slip a major 400A-plus job through as a minor over-the-counter permit to dodge plan review. And a bid that dramatically undercuts everyone else, which on public or subsidized work usually means prevailing wage is being ignored, now your liability under SB 426.

The Portland commercial reality

Portland’s commercial building stock is aging, and much of it was wired for a different era. Industrial and warehouse demand is concentrated in corridors like Rivergate, Swan Island, and the Columbia Corridor, where fault currents run high and services are large. Downtown and close-in districts are seeing heavy tenant-improvement activity as older office and retail spaces get reconfigured. Two forces are straining existing services across all of it: electrification, as businesses add EV charging and swap gas equipment for electric, and seismic retrofits, as older buildings are brought up to current standards ahead of a Cascadia event. Both routinely turn a smaller project into a service or switchgear upgrade, which is why the load calc comes first.

It depends on plan review, utility coordination, and equipment lead times. The long pole is often the gear: heavy switchgear, transformers, and transfer switches can take months to arrive after the submittal is approved. That is why commercial projects have to front-load procurement and start the electrical contractor early in design, not after framing.

Are there rebates for commercial electrical upgrades in 2026?

Yes, at the state and utility level. Energy Trust of Oregon offers commercial incentives for LED lighting and advanced controls, and PGE offers commercial and fleet EV charging rebates. The federal 179D deduction, however, closed to projects beginning construction after June 30, 2026, so it is no longer available for new work.
