A faint hum you can only hear with your ear near the panel is usually normal. Breakers and transformers vibrate slightly at 60 hertz when current flows through them, and that sound is not a fault. Loud buzzing, crackling, popping or a sizzling sound is a different matter entirely, because that is the sound of electricity jumping a gap it should not be jumping. That is arcing, and it is how electrical fires start.
The distinction matters more than most homeowners realise. In American homes, arcing was the heat source in 73 percent of fires involving electrical distribution and lighting equipment. Those fires most often started in a wall cavity, an attic, or a ceiling, which is to say somewhere nobody was looking until it was too late.

Hum, buzz, or sizzle
Three different sounds, three very different levels of urgency.

The useful test is not really the volume, it is change. A panel that has hummed faintly for ten years and still does is behaving. A panel that has started making a new sound, or whose sound has got louder or more irregular, is telling you something changed inside it.
Removing the deadfront exposes bus bars that remain energised even with every breaker switched off. There is nothing useful a homeowner can diagnose in there and the clearances are unforgiving. Listening, smelling and looking at the outside of the panel is the whole of the safe inspection.
What to do tonight
If the sound is loud, crackling, or accompanied by any smell of hot plastic:
- Switch off the main breaker if the panel is cool to the touch and you can reach it safely
- Do not touch the panel if it is warm, scorched, or wet
- If you see smoke or flame, leave and call 911
- Otherwise call an electrician the same evening rather than waiting for business hours
If it is a faint hum with no other symptoms, you can sleep. Note when you hear it and whether it tracks with a specific appliance, and have it checked at the next opportunity.

What causes it
A loose connection
The most common real fault. A breaker terminal, a neutral bar screw, or a lug on the main that has worked loose over years of heating and cooling. Electricity crossing that small gap arcs, and arcing generates far more heat than a solid connection carrying the same current. It is the classic path to a panel fire because the heat builds behind a steel cover where nobody sees it.
A failing breaker
Breakers are mechanical devices and they wear out. One arcing internally will often buzz under load and behave normally when idle. Replacing a single breaker is a small job, but identifying which one is not a guessing game worth playing yourself.
An overloaded circuit
A breaker close to its limit can hum audibly. That is a sign the circuit is carrying more than it was designed for, which is a load problem rather than a panel problem, and it usually points at needing another circuit.
A loose neutral
Less common and more serious. A degraded neutral connection can hum and will often show other symptoms alongside it, such as lights brightening in one room while dimming in another. That combination deserves a same-day call.
The panel itself
Certain older panels have known defects in how breakers seat on the bus. Federal Pacific Stab-Lok and Zinsco panels are the two that come up constantly in Portland homes, and a buzzing one of those is not a repair conversation. Our guide on Federal Pacific and Zinsco panel replacement covers why.
Is it your panel or PGE’s meter?
This is the part most articles skip, and in Portland it decides who pays.
The buzzing is not always coming from the panel. If the sound is loudest at the meter on the outside wall, the responsibility may not be yours at all.
PGE states that it is responsible for the meter, the service wire leading to the weatherhead, and the entry point of an underground meter base. Property owners are responsible for the meter base, weatherhead, conduit and wiring from the weatherhead to the meter base, and all conductors or equipment beyond the meter and into the residence.
So a noise at the meter itself, or from the wire coming in from the pole, is PGE’s to investigate. A noise from the panel inside, from the meter base, or from the mast and conduit, is yours.
If you are unsure, PGE’s line is 503-464-7777 and it is staffed around the clock. Reporting a suspected problem on their equipment costs nothing. It is worth the call before booking an electrician, because if it is on their side, an electrician cannot legally touch it.
What a buzzing panel does not obligate you to buy
A buzzing panel frequently ends with someone quoting a full panel replacement. Sometimes that is genuinely the right answer, particularly with the older panel types above. But watch what gets attached to the quote.
Oregon does not adopt the National Electrical Code as written. It publishes amendments in Table 1-E of the Oregon Electrical Specialty Code, currently effective October 1, 2023 and amended January 1, 2026. Two of those amendments matter here:
- 210.12(E) Exception No. 2: replacement or upgrading of a service or panelboard shall not require that existing circuits be protected by arc-fault devices.
- 406.4(D)(4), the national rule that triggers arc-fault protection when a receptacle is replaced, is listed as not adopted by the State of Oregon.
In plain terms: replacing your panel in Oregon does not require buying arc-fault breakers for every existing circuit in the house. At current prices that difference is regularly over a thousand dollars on a single job.
Arc-fault protection is often a genuinely good upgrade, especially in an older house, and on some jobs we will recommend it. The distinction is that it should reach you as a choice with a reason attached, not as a code requirement you have no say in. Older Portland homes
Portland’s housing stock skews old, and that changes what we find behind the cover.
In houses from the 1920s through the 1950s, the panel has usually been worked on by many hands across many decades. Three things turn up repeatedly. Terminals that were never torqued properly and have loosened further with age. Aluminium branch wiring from the 1960s and 70s, which expands and contracts more than copper and loosens connections over time. And panels that have simply run out of room, where circuits have been doubled up on breakers not listed for it.
None of those announce themselves visually. A sound is often the first symptom a homeowner gets, which is why a new noise is worth taking seriously even when everything appears to work.

Oregon also treats panel work as a substantial alteration rather than maintenance, so it requires a licensed electrician and a permit.
What if the buzzing is coming from the meter outside?
Then it may be PGE’s equipment rather than yours. PGE is responsible for the meter and the service wire running to the weatherhead. The property owner is responsible for the meter base, weatherhead, conduit, and everything past the meter into the house. Call PGE at 503-464-7777, which is staffed 24 hours. If it is on their side, an electrician cannot work on it.
Does a buzzing panel mean I need a whole new panel?
Often not. A loose terminal or a single failing breaker is a small repair. Replacement becomes the right answer when the panel is one of the types with known defects, such as Federal Pacific Stab-Lok or Zinsco, when it is full and circuits have been doubled up, or when the damage from heat has spread. Ask which of those applies before agreeing to a replacement.
If I replace the panel, do I have to add arc-fault breakers to everything?
Not in Oregon. Table 1-E, Section 210.12(E) Exception No. 2 states that replacement or upgrading of a service or panelboard shall not require existing circuits to be protected by AFCI devices. Oregon also lists 406.4(D)(4), the national rule triggering AFCI on receptacle replacement, as not adopted. Arc-fault protection can be a worthwhile upgrade, but on existing circuits it is your choice rather than a requirement.
Do the same rules apply in Vancouver and Clark County?
No. Washington is a separate jurisdiction with its own electrical rules, and Oregon’s Table 1-E amendments do not apply there. Washington currently enforces the 2023 National Electrical Code, with the 2026 edition taking effect December 31, 2026.
