When a Portland house genuinely needs more power, 200 amps is usually where the load calculation lands, and the number itself is the easy part. What decides the job is whether your existing meter and panel can stay where they are, because Oregon code and Portland General Electric answer that question separately and they do not always agree.

Service upgrade or panel swap?
A panel swap replaces the breaker box. A service upgrade replaces the equipment that brings power to the house, and normally includes the panel too. Portland Permitting & Development draws the line by component: the service side is the meter base or meter main, the conductors in the mast, the feeders from the disconnect to the panel, and the distribution panel itself.
The practical difference is who else gets involved. A panel swap touches nothing PGE owns. A service change touches the meter, so PGE cuts power, inspects afterward, and reconnects. That is why the two jobs run on completely different timelines.

One detail from the permit side settles the overlap: a Portland permit for a single 200-amp service covers the first main distribution panel and all the existing circuits that were in the old panel, whether or not those circuits have to move or extend to reach the new one. A service upgrade normally includes the panel work. A panel swap never includes the service.
What size service do you need?
The size is not a rule of thumb. It comes out of a load calculation under Article 220 of the electrical code, standard method or optional method for dwellings, and Oregon has not amended Article 220 at all. The calculation adds up general lighting and receptacles, fixed appliances, the largest heating or cooling load, and anything on its own circuit, then applies demand factors.
Two boundaries frame the answer. At the bottom, a one-family dwelling service disconnect is rated at least 100 amperes, 3-wire. At the top, PGE states that a residential service loaded above 320 amps continuous exceeds its rating, and that customers needing more must move to a CT-rated meter panel with a test switch or face de-activation of the service. Between those numbers, the calculation decides.
What pushes a Portland house past 100 amps is anything that draws hard for hours: a heat pump or electric furnace, an EV charger, a hot tub, an electric range and dryer, a shop subpanel, an ADU. One of them alone often fits. Three usually do not.
Staying at 100 amps
Gas heat, gas water heater, gas range, no EV charger and no plans for one. Plenty of 100-amp services in Portland run a modern household without complaint. If the panel is simply full but the service has headroom, a subpanel solves it without touching the meter.
Moving to 200 amps
Electrifying heat, adding an EV charger, or running an ADU off the same service. Once two or three large continuous loads land on the same house, the calculation stops fitting inside 100 amps and the service, not just the panel, has to grow.

The Oregon rule that decides if your panel moves
Oregon lets an existing panel stay where it is when the service is replaced. That permission lives in Oregon’s own amendments, not the national code, and it changes the scope of a Portland upgrade more than anything else on this page. It also comes with conditions worth reading closely.
Oregon adds an exception in full: “In existing installations where the service panel or meter base is being replaced, the panel and service disconnecting means may remain at the existing location” if the conditions are met. The conditions are that the existing service conductors have enough ampacity for the load, or the existing conduit is large enough for new conductors that do, and that the working space rules are satisfied.
For a home wired before July 1, 1978, Oregon reduces the required working space depth, meaning the clear distance you stand in front of the panel, from three feet to 30 inches at 0 to 150 volts to ground. It is the depth that changes and nothing else.
Read the conditions again, because they are the part that bites. Every one of them has to hold, not just the first. The relief depends on the existing conductors carrying the new load, or the existing conduit being big enough for conductors that can, and on the working space rules being satisfied. Fail any of those and the panel moves to wherever the new conductors can legally land, and a job that looked like a straight swap becomes a rerouting job. Treat the exception as a possibility to check on site, not a promise.
Note what the exception does not do. Oregon has not amended the working space dimensions themselves, so outside that narrow pre-1978 allowance a new panel location gets the standard clearances.
What PGE requires, and what it owns
PGE defines a service upgrade as “anytime a service is being altered, modified, replaced, or updated”, and requires the upgraded service to meet current PGE requirements including working clearances. Separate rulebook, separate inspection.
The ownership line is published and clearer than most people expect. PGE covers “the meter, the service wire leading to the weatherhead and the entry point of an underground meter base.” Property owners cover “the meter base, weatherhead, conduit and wiring from the weatherhead to the meter base, and all conductors or equipment beyond the meter and into the residence.” Nearly everything an upgrade replaces belongs to the homeowner, which is why this is contractor work and not a utility job.
PGE requires that “the meter socket, the weatherhead, and the meter and weatherhead locations be brought up to current requirements when service is being upgraded.” So Oregon code may let the panel stay put while PGE still requires the meter to move. Both rules can apply to the same job, and they are decided by different parties.
PGE puts the meter on the side closest to the power line, or within 10 feet of the front of the house. That spot needs an unobstructed 48-inch set-back or the meter moves to the front. It stays at least 36 inches from a window well or stairway steps and 36 inches horizontally from a gas meter, socket 36 to 72 inches above grade. Ask PGE for the location before work starts.
Reconnection runs on paperwork. PGE says it plainly: “your meter base must have the approval sticker attached from the city/county before we can connect your service.” When service amperage goes up, or service equipment moves or gets replaced, you need a permit and inspection from the local code-enforcing agency and a PGE inspection before reconnection. PGE publishes two different waits after inspection: 5 to 10 business days to schedule the connection on its remodeler page, and 2 to 4 weeks to begin construction on its builder FAQ. They measure different steps, so plan on scheduling being part of the project.
What Oregon does not require
Three things show up on Portland service upgrade quotes that Oregon does not require. Knowing them keeps you from paying for code compliance that is not code here.
- No outdoor emergency disconnect. Table 1-E marks NEC 230.85 “Not adopted by the State of Oregon.” An identical job in Vancouver does require one under Washington’s own rule, so a quote copied across the river carries hardware Oregon does not ask for.
- No whole-house surge protection. Oregon has not adopted NEC 230.67 either. A surge device is a reasonable thing to buy. It is not an Oregon code requirement.
- No arc-fault retrofit on existing circuits. Oregon wrote its own exception: “Replacement or upgrading of a service or panelboard shall not require that existing circuits be protected by AFCI devices.” Replacing a receptacle does not trigger it either. A full rewire is different and does bring the base rule back.
There is also no Oregon rebate for this work. Energy Trust of Oregon’s 2026 residential incentive sheet lists nothing for an electrical panel or service upgrade, and the two federal credits homeowners ask about have both lapsed. The equipment an upgrade makes possible, a heat pump for instance, may still carry its own incentive.
Permits, inspections and who can pull them
A service change always needs a real permit. Oregon requires one before electrical work starts, and the minor label shortcut does not reach this work: minor labels stop at 200 amps and 150 volts to ground, exclude anything needing a utility reconnect, and Oregon states outright that complete replacement of a service is not allowed under one.
Portland requires a service inspection on any project with a service change, panel change or added subpanel, covering the mast, meter base, service panel and grounding electrode conductors. Ordinary 200-amp residential work stays well under the plan review thresholds, which start at 600-amp services or 400 amps with high available fault current.
Homeowners ask whether they can do this themselves. Oregon exempts a homeowner from the electrical license requirement on residential property they or an immediate family member own, as long as it is not intended for sale, exchange, lease or rent. That exemption is narrower than it sounds. It does not remove the permit requirement: Oregon’s permit exemption covers maintenance and expressly excludes substantial alterations. In the City of Portland the homeowner permit covers lights, outlets, switches and circuits, not a service change.
One permit is worth naming so you do not buy the wrong one. Portland issues a reconnect-only permit for when power has been off and the utility needs an inspection before restoring it. It buys a single inspection, and no work may be done under it. Portland code also requires an inspection before power returns to a building left vacant with the power off for six months.

Portland specifics
About six in ten Portland homes were built before 1980, according to the Census Bureau’s American Community Survey. That is why service upgrades come up so often here, and why the pre-July-1978 working space allowance comes up so often: the Census counts by decade, so the pre-1980 bucket contains most of the homes that qualify.
Old houses complicate the geometry more than the electrical. The panel sits in a stairwell, or behind a door, or in a finished basement that grew around it. The meter sits on a side yard a fence now blocks, which runs straight into PGE’s 48-inch set-back rule. Those details decide whether this is a one-day job or a rerouting project, and a site visit shows them long before a quote does.

Frequently asked questions
How do I know if I need 100 or 200 amp service?
A load calculation under Article 220 of the electrical code decides it, using either the standard or optional method for dwellings. It totals the lighting and receptacle load, fixed appliances, the largest heating or cooling load and dedicated circuits, then applies demand factors. Oregon has not amended Article 220, so the national method applies here unchanged. As a practical matter, homes that add electric heat, an EV charger and an ADU to an existing 100-amp service usually calculate past it.
Is a panel upgrade the same as a service upgrade?
No. A panel swap replaces the breaker box and touches nothing the utility owns. A service upgrade replaces the meter base, the service conductors and usually the mast, increases the amperage delivered to the house, and requires PGE to disconnect and later reconnect the service. A service upgrade normally includes the panel work; a panel swap never includes the service.
Does my electrical panel have to move during a service upgrade in Oregon?
Not necessarily. Oregon adds an exception to 230.70(A)(1) allowing the panel and service disconnect to remain at the existing location when the service panel or meter base is replaced, provided the existing service conductors have enough ampacity for the load or the existing conduit can take conductors that do, and the working space rules are met. For installations made before July 1, 1978, Oregon reduces the working space depth in front of the panel from three feet to 30 inches at 0 to 150 volts to ground. That is a depth allowance only. If the conductors and conduit do not qualify, the panel moves.
Who owns the meter, PGE or the homeowner?
PGE is responsible for the meter itself, the service wire leading to the weatherhead, and the entry point of an underground meter base. The property owner is responsible for the meter base, the weatherhead, the conduit and wiring from the weatherhead to the meter base, and everything beyond the meter into the house. That is why a service upgrade is contractor work: almost all of the equipment being replaced belongs to the homeowner.
Does Oregon require an outdoor emergency disconnect on a service upgrade?
No. Oregon has not adopted NEC 230.85, which Table 1-E marks as not adopted by the state, so no outdoor emergency disconnect is required on an Oregon service upgrade. Washington is different: an identical job in Vancouver or Camas does require an emergency disconnecting means when service equipment is replaced. If a quote for a Portland job includes one, ask which code it is being installed under.
Can a homeowner do their own service upgrade in Oregon?
Oregon exempts homeowners from the electrical license requirement on residential property they or an immediate family member own and do not intend to sell, exchange, lease or rent. That is a license exemption, not a permit exemption: Oregon’s permit exemption covers maintenance and expressly excludes substantial alterations, and a service change is not maintenance. In the City of Portland the homeowner permit covers lights, outlets, switches and circuits rather than service work, so a service change there goes through a licensed electrical contractor.
